Isaías is a medical doctor, with over 18 years of experience in clinical care, public health, training, research, management, and leadership in Mozambique at district, provincial and national levels. He is a founding member and Executive Director for Comité para a Saúde de Moçambique (CSM), a Mozambican non-profit organisation that partners with the Ministry of Health and supports the Strengthening of the Health System.

Prior to this, he served as the Country Director for Health Alliance International (HAI) from 2018 to 2021 and as the General and Clinical Coordinator of the first Tuberculosis Prevalence Survey in Mozambique at the Mozambique Ministry of Health between 2017 and 2018.

He also served as the Provincial Director of Health in Gaza Province for seven years, where he developed in-depth knowledge of the prevalent challenges facing the health system and the common barriers faced by communities needing care. He has vast experience implementing primary health care programs, including prevention, care and treatment, operations research and management and leadership.
